Scope of assessment

Prime minister of Israel. The assessment covers security policy, economic and technological development, diplomatic normalisation, occupation and settlements and the conduct of the Gaza war since October 2023.

The score evaluates documented public conduct during the stated period. It does not measure inherent human worth, does not constitute a legal verdict and remains open to correction when stronger evidence becomes available.

Reasoned conclusion

Economic and diplomatic achievements receive limited positive weight. They are overwhelmingly outweighed by mass civilian harm, deprivation, occupation and grave alleged international crimes. The severe-violation rule limits the final score.

This assessment presents six separate ethical dimensions rather than one overall moral score. Each result must be read with its evidence, plausible range, confidence, disputes, exclusions, severe-harm findings and sources.

Israel rejects the ICC jurisdiction and UN genocide findings and argues that its operations are lawful self-defence against Hamas. The ICC warrant is not a conviction, and final individual criminal liability remains for a competent court.

Excluded claims

Responsibility for the Hamas attacks of 7 October was not attributed to Netanyahu. Unsupported personal allegations and conduct lacking leadership attribution were excluded.

Severe-harm findings

Crimes against humanity

ICC warrant alleging responsibility for crimes against humanity and war crimes in Gaza.

Applicable period

ICC judges found reasonable grounds for the warrant, and a UN Commission subsequently made grave findings concerning Israeli conduct in Gaza.

Qualification: The warrant is not a conviction. Israel disputes the Court's jurisdiction and the underlying allegations.
